I just noticed, our bill for natural gas was exactly the same amount two months in a row.

  1. Same in Lake Oswego. No PDX franchise fee, no multcoTax, but flat billing - basically for minimum use of our gas water heater.

    2. Jack, I think you should look at NW Nat Gas v Frank, 293 Or 374 (1982). There are two constitutional provisions and one appears, by its terms, to limit the tax rate on natural gas to 6% of the value of all oil and gas extracted in Oregon (not much!), and the court, in footnote 2, says it did not reach that issue. The section is Article IX, section 3b. But, I could be wrong. Or the words of the constitution don't mean what they say. Come on, Don Quixote, do you have one more court challenge in you?

    3. I was so disappointed in the judges the last time around. They didn't listen. They took forever. I don't have it in me to relive all the frustration.
