Mission accomplished: progress successfully blocked

I see that the geniuses running the Oregon State health department have managed to chase away completely that private outfit that wanted to add 100 beds to state's woefully inadequate psychiatric hospital capacity. The state was demanding that the operators give nearly half their beds away to what used to be called the criminally insane. The operators said thanks, but that's a little too rich. So now we get no beds at all. Way to go, Salem! That'll show 'em!
