    1. Doesn't seem like it to me. The story from Greeley is about to be replayed here in Portland. I hear the retreat planning is already under way, and I wouldn't be surprised if the executive coaches are already appearing at City Hall.

  4. To be fair, records requests can just take a long time. Surely there’s one attorney responsible for reviewing for personnel records that need to be reviewed for release, and that attorney has several things they’re working on. Plus vacations and sick days and stuff.

    I used to get incensed about how long records took to get. Then I started working for the government (in Oregon, not a shill for Greeley here) and saw all the stupid little pieces of machinery that go into records requests.
