Is Rubio just Hardesty's second vote?

The other day, a thought came to me, which is always dangerous. And it was this: Portland city commissioner Carmen Rubio is just the nicey-nicey version of her angry, strident colleague, Jo Ann Hardesty.

Do they ever vote differently on anything? If not, and voters are about to say "Anybody But Hardesty," why shouldn't they also say "Anybody But Rubio" a few years from now? Maybe they're different, but after a year of Rubio, I haven't seen it.
